Medical Director & Managing Partner | Pediatric Health Care Alliance, PA
Karalee Kulek-Luzey, M.D., joined the Alliance in 1997 with one of the six founding practices, Tampa Bay Pediatrics. She has practiced pediatrics in Tampa for 20 years. In addition to serving as Medical Director for the Alliance, she also maintains a half-time appointment schedule at our South Tampa Office, and currently serves as Chief of Pediatrics at St. Joseph's Hospital.
Dr. Kulek-Luzey received her undergraduate degree from the University of South Florida, Tampa, Florida (1985) and her Doctor of Medicine from the University of South Florida, School of Medicine, Tampa, Florida (1990). She completed her internship (1991) and residency (1993) in Pediatrics at the University of South Florida - All Children's Hospital, Tampa, Florida. Dr. Kulek-Luzey has been Board Certified with the American Board of Pediatrics since 1993.

Debra’s executive experience includes the successful development and expansion of a private company that provides practice management services to independently-owned private medical groups. She joined the PHCA family of companies at its inception in 1998 and advanced through increasingly progressive roles in finance and operations, actively contributing to the company’s growth and profitability. Before joining PHCA, she worked as an Accounting Manager and an Auditor at a large regional accounting firm.
Debra is a Certified Public Accountant (CPA) and holds a Bachelor's Degree in Accounting from the State University of New York at Albany, and a Masters in Health Administration from Seton Hall University.

Chief Operating Officer | PHCA Administration, LLC
Maireni Salas joined Pediatric Health Care Alliance in 2017. She has over 15 years of experience as an operations executive and brings extensive skills in multi-site management, team building, health care program management, and budget oversight. Prior to joining PHCA, Maireni worked as the Executive Director at CarePoint Health System in New Jersey, where she oversaw 17 outpatient clinics and managed over 90 administrative staff.
Maireni earned a Bachelor’s in Criminal Justice and Law Enforcement Administration from City University of New York and a Master’s (summa cum laude) in Public Administration from Metropolitan College of New York. She also completed the Leadership Strategies for Evolving Health Care Executives program at Harvard School of Public Health, a highly competitive and cutting-edge course exclusively tailored for executives in the healthcare industry.
Her passions include philanthropy and helping at-risk, vulnerable youth populations. She founded a youth leadership program in Hudson County which raised over $125,000 in scholarships through the foundation.

Director of Revenue Cycle Management | PHCA Administration, LLC
Bryan joined Pediatric Health Alliance in 2010. A product of University of South Florida, Bryan has over 30 years of operational, managerial experience in the Medical Revenue Cycle Management industry. Prior to joining PHA, Bryan gained his analytical skills, managerial experience, and proven track record in revenue cycle management by working for Drs. Sheer, Ahearn & Associates, along with national corporations such as Foster/General Medical, Team Health Radiology, and Apria Healthcare.
